If you use a spot weld drill down the seam from the wing side it should come off ok and you will also have the holes in the wing lip ready for plug welding (if that's how you plan on welding it back on)

The first welding job I ever seen my father do on a Mini was an A panel, I can't remember it though, sorry got a bit sentimental.

I imagine that the Apex panel is scrap. If that's the case do a vertical cut about an 11/2 or so from the back edge of the Apex panel. Check behind as you cut to make sure you aren't cutting into anything you shouldn't especially the inner wing and inner A post.
