Do you need it or not? When i had it the vent was taped up and now i took them off so should i blank it of at the heater or leave the hole there so air from the car will go into it

my heaters push a fair bit more air while im driving if i have the feed in use.... i don't know if you should blank it up really... but it definitely works ok-ish without it...

I've gaffa taped and undersealed mine up and it works just fine, my blower only does hot air so if I want cool air I roll down the window

If you block the cold air feed off it will still blow cold air but not fresh cold air, itll be recycled from inside the car. So if you fart with the blower on your passengers will soon know about it ;D ;D If you dont connect up the hoses from the head / radiator then you will not have any heat coming from the blower, it will always blow cold air. They dont have a heating element inside them, thats why until the engine warms up the car wont warm up.
