Interior Lighting & The Law?

I was wondering what is the law regarding interior lighting in a car, my mate once said, as long as you cant see the source of the light, only the glow outside the car it is ok? Is this right?

I believe the law is no light on while your driving full stop.
If you have the light on while your driving and its dark all you will be able to see in the windscreen will be reflections from inside the car and the beam patterns from your headlights (its how the police one way glass works )

I used to have footwell neons and the reflections of my knees in the windscreen was really damn annoying.
