Ok, nearly got the engine bay back to bare metal, now a bit confused as to prime with what. Want to use Por 15 straight on and then seem filler , then topcoat. would this be better than etchprimer ect

It would be better to lay the filler on first otherwise it may not adhere to any paint especially POR 15. I like the idea of using POR 15 in the engine bay due to it being petrol resistant amongst other things.

So seam sealer on before the por15 on bare metal as well ?

Sikaflex. Seam sealer stops moisture getting into seams / joints etc. Extra insurance against the tin worm.

Sikaflex is only one make and probably the best known. There are many other makes available and can be either cartridge type, brush on or even spray on. Just ask for Seam sealer at your local motor facors. Seam sealer needs to be painted over otherwise it will crack as it dries out except maybe for the PU type.
