And where is he mainly driving? Motorways, A roads, city/town?
Any mods on the engine?
etc etc etc

Assuming it was giving OK fuel consumption before it was layed up for the 2 years, it may just need a good thrashing up and down the motorway with a couple of shots of Redex in the tank ! Other obvious things to check is perished fuel lines or dripping petrol when the engine is running

After general checks, a rolling road session would be a good idea.

That can only be a fuel leak or the engine tuning is way way too rich

If the smell of petrol is all around the car, engine bay, inside etc then I would be looking for a leak. If the smell of petrol is more only from the exhaust fumes - (try holding your hand about 15 inches away from the exhaust pipes for a short time while he revs the engine a little then smell your hand for the petrol smell ) then its engine tuning. As Tim suggested, a trip to a rolling road will sort it out plus get the Mini running as it should.
