First thing, have you checked the flasher unit? usually a silver box just under the clocks

It'd also help to know what age/model Mini you own? Sorry for not knowing.

Sometimes it just a little loose, also check the hazard switch is fully clicked off as that will also stop them working ;D

First thing to check is the fuses, make sure none have blown, if they havent, give the fuse box connections a good clean and make sure none of the connections have corroded.

Does your interior (courtesy) lamp work?
Because that runs on the same in-line fuse as the hazard warning lights.
But yes that hazard warning light switch overrides the indicators and it can prevent them from working permanently when it fails, even in the off position too.

No doubt Taffy will know more, but worth checking the inline fuses behind the air filter housing, You will probably have to take the air filter off to get to them

Have not got what? A hazard warning light unit next to the wiper motor?
If that's the case then I'd imagine you have a combined flasher unit for both the indicators and hazards then?
I think it'll be found behind the dash clocks and you can reach it by sticking your hand up beneath the dash parcel shelf and route around for it.
A replacement unit is available from Mini Spares.

I think on a 92 you should have a hazard flasher unit next to the wiper motor and an indicator flasher unit under the dash, They will normally be silver and either round or square depending if they have been changed in the past, they should look something like this
