Ah it's died on me.. Sounds rough as hell, oil breather only has 1 stud holding it in so oil has been flying out of there.. Pressure ok at 40 psi.. Oil level between min and max.. There's no power in it at all lumpy until about 4k revs then they fly up??

You're missing a tappet adjuster lock nut Ry. It's no wonder one plug is soaking wet. The valve will not open and will make the engine run on 3 cylinders.

Look for the lock nut, it should be somewhere on top of the head. It's a bit too big to fall down the pushrod holes. Screw it back on the adjuster and regap the rocker. It looks like Number 6 rocker so adjust it to 15 thou when Number 3 rocker is fully open. To do the job properly you need a feeler gauge.

Lock nut not tightened up enough. No other reason.

I has a feeler gauge.. How do I get number 3 fully open? Easiest way is whip the plugs out, put the car in 2nd gear, handbrake off, and roll the Mini along until No 3 rocker is fully open. Then gap the rocker. Do not overtighten the lock nut or you will strip the thread on the nut. It's a touchy feely thing getting the right tightness on the nut.
